Rwanda’s Minister of Foreign Affairs and International Cooperation, Ambassador Olivier Nduhungirehe, stated that Rwanda had provided the United States with information indicating cooperation between the government of the Democratic Republic of the Congo (DRC) and the FDLR.

In an interview with Radio France Internationale (RFI), Minister Nduhungirehe said Rwanda had also informed the United States that Jean-Luc Habyarimana, the son of former Rwandan President Juvénal Habyarimana, and Fabien Singaye had been received in Kinshasa.

He said: “We provided the mediator with all the information demonstrating the ongoing cooperation between President Tshisekedi, his armed forces, and the FDLR. We also shared information about a political group attempting to operate through individuals such as Jean-Luc Habyarimana and Fabien Singaye, who have arrived in Kinshasa. Jean-Luc Habyarimana was photographed in Kinshasa.”

Singaye served as Second Secretary at the Rwandan Embassy in Switzerland, where he is alleged to have acted as an intelligence agent for the Habyarimana government, monitoring Tutsi exiles who opposed the regime and were preparing to return to Rwanda.

Minister Nduhungirehe also said that although the DRC signed a peace agreement with Rwanda last year, with the support of the United States, the government in Kinshasa lacks the political will to implement it.

He argued that the DRC has shown no political commitment to dismantling the FDLR. Instead of complying with its obligations under the Washington peace agreement, he said, the Kinshasa government has continued to provide the group with military support.

On March 29, 2026, the Deputy Chief of Staff of the Armed Forces of the Democratic Republic of the Congo (FARDC), Lieutenant General Jacques Ndulu Ychaligonza, arrived in Kisangani, the capital of Tshopo Province, and announced the start of operations to dismantle the FDLR.

Minister Nduhungirehe said, “However, two days later, on March 31, they dispatched two helicopters to Walikale, delivering weapons, ammunition, and money to the FDLR. We shared this information with the Americans.”

On June 27, U.S. President Donald Trump’s Senior Advisor for Africa, Massad Boulos, told the United Nations Security Council that the DRC had failed to fulfill its commitment to dismantle the FDLR, at least in the areas under its control.

Minister Nduhungirehe said it is important that even the mediator acknowledges that the DRC government has not dismantled the FDLR. He added that, if the mediator is impartial, he should impose sanctions on it in order to pressure it to comply with the peace agreement.
